So Boris thinks it's the Care Homes' fault that 20K people have died there from the virus.
Nothing to do with all the beds that the government booked for Hospital release patients who went there without being checked first then. Can someone tell me why those Nightingale hospitals were built if it wasn't for hospital releases ?
He (and Cummings) then send out a minion to say that isn't what he said at all. Oh yes it bloody well was.

This is how he sleeps at night because I'm damn sure that having the deaths of tens of thousands of people weighing on my conscience would keep me awake. So, he's decided, since it's not his fault it must be someone else's and the easier the target the better

Mark Francois, surely one of the most gormless f***ers ever to get his trotters in the publicly funded trough. The "Nimrod debacle" as he casually likes to put it was caused by the "BAe are the greatest" lobby putting massive amounts of pressure on the then Labour Government to buy British when in actual fact NATO had a ready made alternative in the form of the Boeing AWACS.
Had Britain gone with that option the entire NATO fleet would have been stationed in this country arguably providing as many jobs as the BAe fanclub said would be saved by buying British (Marconi were probably still British owned at the time). Principal amongst the problems was the fact that Marconi couldn't recruit enough specialist radar engineers to meet the ludicrously short time-frame of 4 years set to complete the design, development, build and qualification of the device, something it had taken the Americans 15 years to develop.
The Tory Government didn't help. By 1983 they were throwing their weight around, wage restraint was the order of the day and a significant number of Marconi's leading engineer's left the country for more lucrative employment elsewhere. That added to the fact that the Tories withheld funding meant the timetable continued to slip.
By the mid-eighties the computer was so overloaded that it could only deal with half the targets for which it was originally designed and that, very slowly. Hardly ideal when aerial warfare develops in fractions of a second. Memory can be increased but that requires space both in terms of the software and the capacity to sink the excess heat generated and the Nimrod was only 2/3 of the size of the Boeing.
By the time that the contract was brought to and end by Cameron's Government (by which time the aircraft was most of the way there), in order to try and get something in the air hundreds of millions of pounds were being thrown at it on a cost plus basis (of which more shortly).
To be fair to the Marconi radar it is now the basis of the radar that equips the latest generation of nuclear subs but they have the space to accommodate it. By repute it is capable, once in open seas of picking up the shipping entering and leaving New York harbour.
I have personal experience of the avionics cooling system having redesigned some of it and re-costed it for my then employer. Clearly weight is an issue in an aircraft, far more so than a submarine. In order to reduce the weight to a minimum, the cooling fans were so small that there couldn't be any leakage from the ducting of the cooling system itself. The ducting was manufactured from glasscloth which is an inherently leaky material. My predecessor in the design stage seemed to have a limited grasp of the pitfalls surrounding the layup of the material around acute angles which added to the problems.
When the contract was originally awarded the Sales Manager was beside himself with glee as MOD contracts were widely regarded as a cash cow. Work out how much it cost to manufacture and double it being a general rule of thumb. I'd started work at this business on the shop floor manufacturing their parts during the evening whilst at college as a mature student, the designer had never made one so was clueless when it came to knowing how long it took to manufacture and how much expensive material was used as quickly became apparent. I re-costed the entire system based on a couple of design changes and with a more realistic view of material costs and time to manufacture. The original price was so far out, the business was actually making a loss on each shipset!
Our ducts were manufactured on formers manufactured from plaster of paris which was knocked out with a hammer when the duct was complete. We'd left some plaster in some of the ducts due to p**spoor inspection techniques so I went to BAe along with a colleague and some specialist kit to remove it. BAe was a union shop complete with 1950's style, rigidly imposed demarcation, minimum staff levels for everything and impotent management. We arrived just in time for their am brew and had to wait 15 minutes until it ended before we could be shown the problem ducting.
We were greeted by a very snotty senior engineer at looked at us as though we were sh*t under his shoe. You can imagine the pleasure it gave me when, along with the missed plaster we also retrieved two rolls of masking tape, dozens of rivet tails and an adjustable spanner which I handed to said snotty engineer along with the comment that "I believe these are yours". We have our little victories!
One of the other problems that BAe had was that the airframes were built during the 50's. They had originally been Comets and build standards were different then. It turned out that all the airframes were dimensionally different. They only discovered this when, having used one airframe as the template from which to design the new wing root they came to present some newly built wings to another airframe and they didn't fit. I think in the end, the Government went with the Boeing AWACS that they originally turned down having blown hundreds of millions of pounds trying to buy British.
Cost plus has been a means of private industry scooping up millions of pounds of tax-payers loot for years. It has already been abandoned and I can think of at least one former employer who has had to undergo a major rethink of its business model in order to stave off bankruptcy as a result.
Basically, it's where a business submits a quote for the basic design and build but the MOD allow for design changes and undertakes to stump up the cash to cover the additional cost that that incurs. There are many reasons why a design has to change, not least when designing for military aircraft. Amongst them is that the airframe may have been modified by the end user, sometimes for a particular job or just because they can do it themselves rather than go through the royal pain in the arse that formal design change entails.
Your fitters can pitch up and remove some panels for example and find that the spar they expected to find under it is not there or, more likely has been unofficially modded and your panel now wont fit to it however, the vast majority of cost is incurred because the design authority just can't be arsed doing their job properly. They don't follow the processes necessary to verify that their design will work because they don't have to because a cost plus contract covers their expenses come what may.
However as already mentioned, the cost plus model has already been abandoned long before Cummings became the most important man in the universe. The reasons why most aircraft, military and civil are now designed by consortia is because the design and development costs are massive. There are exception of course. Both the French and Swedish still design and build their own aircraft although, especially with the Swedes, their ambitions are small and largely local so their kit can be designed around local conditions. This country is led by politicians with ego's the size of small planets who think they are leading a world class military superpower.
To that end, they've just announced that we are going to design and build our own fighter jet. Not just that though. In the best traditions of harping on endlessly about the f***ing war, they're going to call it the Tempest. Hahahahaha. After years of underinvestment in British manufacturing, years of turning the manufacturing sector into a low skill, low wage economy they think this country possesses the skills, know-how and money to do this. Nothing demonstrates with greater clarity the sheer, mind-numbing f**kwittery that inhabits the upper tiers of the British governing classes than this.
I'll leave you with a thought. BAe are likely to be the prime contractor for this project. The same BAe who are the prime contractor on the nuclear subs. The launch of the first boat was delayed because whilst they'd ordered an anchor for it, they forgot to order the anchor chain!

Doesn't say much for the stuff we have been producing more recently. I remember when Boeing Seattle came on line and friends of the family were poached to go out and join Boeing. They had a rapid lifestyle change. Yes we need to get manufacturing world class products again but we need to be able to sell them. We know what this government are capable of and not capable of, peeps read this about Brexit - all I can see is this is gonna cost evenlte jobs and painting a rosy picture of life post Brexit just foesi wash. The good people of Ashford in Kent are appalled at the fact that they will have the huge lorry park on their doorstep that is required whilst the processes required to ensure compliance with EU import regulations grind slowly on. Isn't schadenfreude a wonderful thing? The repeated claims that everything is world-beating is bullshit aimed at the credulous, the stupid and Tories who have to be continually told how good we are in order to prop up the English exceptionalism that drove Brexit in the first place. The fact that much of what we do is anything but can be ignored, the fact that many of our leading businesses are foreign owned which probably means that many of them will be amongst the first to bale out if their profits are hit by this shitshow will not be mentioned because hey! The Murdoch owned press will ensure that the message that it's all the EU's fault will be cranked up another notch and the credulous, the stupid and Tories will continue to whinge and whine at full volume while it turns to sh*t in front of them.
