Except that one of the officer's concerned went to see if the victim was ok and was pulled away by a colleague, something with which he complied without question. That, in a nutshell is the issue and it's the same in this country too. No matter how many training courses they are sent on, no matter how receptive to the message they may appear to be, once back amongst their colleagues they don't want to be seen as the odd one out.
Quite simply it is easier to remain quiet rather than speak out against openly racist, sexist and homophobic attitudes, the black and white world view of "toe-rags" v the good guys, a view without subtlety and nuance. The first time I came up against it was in my first week at training school when one gobshite instructor called the general public the enemy completely forgetting that the Police are a civilian body who perform their duties with the consent of their fellow civilians.
I finally saw the light one evening when I was confronted by a group of 7 or 8 lads picking on a single pedestrian who had called one of them out after he kicked his dog. Requesting back-up I stepped in. It quickly got out of hand and despite escalating the call to assistance no-one lifted a finger.
Do I regret leaving? Occasionally I have done because there were reasons why I joined up. A naïve desire to do something good, to help people who needed it but no, I'd have had to put principle onto one side far too often, I'd have had to keep quiet far too often, basically I'd have had to become a different person because that's what you have to do to see this kind of thing and do nothing and to do nothing is to condone it and to condone it is to support it and by supporting it you encourage it.

It's been a while since anyone posted on this thread, and although it's a couple of months old, I think this one's a worthy addition that I found on the BBC website just now:
"Former Post Office boss Paula Vennells has been formally stripped of her CBE for "bringing the honours system into disrepute", according to the Cabinet Office."
Bringing the honours system into disrepute is like killing someone who is already dead.

There are a good few others who don’t deserve their ‘honours’. As you say the system is utterly broken.
