Yes although Blatter perceives the threat to come from Europe, all the countries that voted against him should meet and get an alternative plan hammered out to host a rival world cup. Blatter will carry rewarding and investing in developing countries who will all side with him.
We need quick action on this alternative.

After further thought, I've decided on 64 full members in the new order and evolved my World Cup proposal to the following: The World Cup would feature a preliminary competition to produce 64 associate members who would go through 2 rounds of home and away knockout with the full members to produce 32 countries for the competition as is or 3 rounds to produce a 16 nation version that could be run in conjunction with a youth and/or a women's competition. This could be done every 2 years (dump the Conference competitions and have the World Cup in odd number years to avoid clashing with the Olympics) which would allow the top nations to play the money-spinning prestige friendlies while the others are qualifying. I'd also award the Finals to a region so that, depending on the region, anything from one up to 8 countries could share the matches as with the 2020 Euros.

Think its hard to defend the payment of $10M from South Africa. Yes the guys ego stood in the way.
Whilst it is great news he has finally see the light and stepped down, it annoys me that an election will need to be re-run with all the costs involved... that money could have been invested somewhere in the world to develop football. (unless some corrupt FIFA guy(s) got their grubby hands on it before...)
